A 73 years old man in Alberta, Canada was arrested and kept in custody by police for 18 hours without surveillance, nor medical help. He is suing the police for health damages caused by the episode.
It sounds incredible, but it is true and now is the object of a $6 million law sue. The incident was registered 4.5 years ago in Alberta, Canada. Alan Ruel was felt bad suddenly while holding a speech and left the place to go to the bar of his friend. He was not acting normal, sound confused, his clothes were in bad shape. So, the barman threw him out and called the police, arguing he was drunk.
Police arrested the man for being drunk in public places and put him in the special cell called 'the drunk tank'. They 'decided' he was drunk without doing the procedure of the breathalyzer test, as asked by Ruel in the first place. Then, the police left him alone in the drunk tank for 12 hours not observing his health deterioration.
After more than 4 years Alan Ruel is suffering financial problems after the massive stroke consequences. He hardly moves the left part of the body and his face. Due to this problem, he was not able to work anymore, leaving his family without any income.
After watching his surveillance video of the 18 hours held in custody by RCMP, he decided to sue RCMP for bad treatment and policy breaking. The images in the video published by CBC News were unbelievable.
It shows in disturbing detail how he repeatedly collapsed, sat slumped in the corner for hours, and was left lying helpless on the concrete floor, half-naked, one side of his body twitching while the other side was paralyzed by the stroke.
He was left without food or water for the whole 18 hours period. And, based on the medical report, the lack of hydration has caused the biggest problems after the stroke.
"I begged for a glass of water at one point, and nothing. I just thought, 'This is it, your life is over." - Ruel said.
Truly a strange story. Even if he was intoxicated, police should have paid attention to his behavior. The man is lucky to be alive because death is one of the options for situations like this. It scares me to think that if I ever visit Alberta and have few drinks, I could suffer a similar treatment by the local police.
I hope Alan wins the court and his health is improved over time.
